{"id":5080,"date":"2020-09-07T11:16:00","date_gmt":"2020-09-07T08:16:00","guid":{"rendered":"https:\/\/spcsb.md\/?p=5080"},"modified":"2025-09-26T11:17:56","modified_gmt":"2025-09-26T08:17:56","slug":"impactul-pandemiei-covid-19-asupra-sistemului-csb-cft","status":"publish","type":"post","link":"https:\/\/spcsb.md\/en\/impactul-pandemiei-covid-19-asupra-sistemului-csb-cft\/","title":{"rendered":"Impactul pandemiei COVID-19 asupra sistemului CSB\/CFT"},"content":{"rendered":"<div class=\"row\">\n<div class=\"col-12\">\n<p><span lang=\"RO\">Comitetul MONEYVAL al Consiliului Europei la 03 septembrie curent, a publicat Raportul \u201dTrendurile de sp\u0103lare a banilor \u0219i finan\u021bare a terorismului \u00een jurisdic\u021biile MONEYVAL \u00een timpul pandemiei COVID-19\u201d <\/span><span lang=\"RO\"><a href=\"https:\/\/www.coe.int\/en\/web\/portal\/-\/covid-19-trends-in-money-laundering-and-terrorism-financing\" target=\"_blank\" rel=\"noopener\">https:\/\/www.coe.int\/en\/web\/portal\/-\/covid-19-trends-in-money-laundering-and-terrorism-financing.<\/a><\/span><\/p>\n<p><span lang=\"RO\">Scopul acestui document este de a familiariza \u021b\u0103rile membre MONEYVAL cu impactul COVID-19 asupra proceselor de CSB\/CFT \u0219i m\u0103surile deja adoptate de aceste jurisdic\u021bii pentru a minimiza riscurile emergente pandemiei, precum \u0219i prezentarea eventualelor recomand\u0103ri \u00een acest sens.<\/span><\/p>\n<p><span lang=\"RO\">Primele concluzii demonstreaz\u0103 c\u0103 nivelul general al criminalit\u0103\u021bii \u00een timpul pandemiei cunoa\u0219te un trend continuu de stabilitate sau chiar \u00een unele cazuri cu mici descre\u0219teri.<\/span><\/p>\n<p><span lang=\"RO\">Totodat\u0103, datorit\u0103 faptului c\u0103 pandemia a generat programe de suport \u0219i ajutor economic \u0219i financiar pentru a sus\u021bine mediul de afaceri \u0219i popula\u021bia \u021b\u0103rilor membre, aceasta concomitent a ini\u021biat \u0219i oportunit\u0103\u021bi de abuz \u0219i fraud\u0103.<\/span><\/p>\n<p><span lang=\"RO\">Necesit\u0103\u021bile de echipamente \u0219i rechizite medicale au \u201dexplodat\u201d, provoc\u00e2nd o cre\u0219tere major\u0103 a cererii globale. Iar \u00een scopul evit\u0103rii birocra\u021biei \u0219i a blocajelor administrative unele \u021b\u0103ri au suspendat procedurile de achizi\u021bie \u0219i control pentru a face fa\u021b\u0103 necesit\u0103\u021bilor cresc\u00e2nde. Aceste procese s-au dovedit a fi vulnerabile actelor de corup\u021bie \u0219i fraud\u0103<\/span><\/p>\n<p><span lang=\"RO\">La fel, barierele existente privind organizarea \u0219edin\u021belor fizice au crescut semnificativ organizarea afacerilor de la distan\u021b\u0103, inclusiv realizarea tranzac\u021biilor f\u0103r\u0103 participa\u021bia fizic\u0103 a clien\u021bilor, care au generat \u00eengrijor\u0103ri legate de eficien\u021ba aplic\u0103rii m\u0103surilor de precau\u021bie. <\/span><\/p>\n<p><span lang=\"RO\">Baz\u00eendu-se pe concluziile Raportului nominalizat, Comitetul MONEYVAL a cerut \u021b\u0103rilor membre s\u0103-\u0219i revad\u0103 cerin\u021bele legate de procedurile de precau\u021bie aferente sectorului privat pentru a plasa un accent sporit clien\u021bilor noi accepta\u021bi \u0219i opera\u021biunilor la distan\u021b\u0103 efectuate pe timpul carantinei.<\/span><\/p>\n<p><span lang=\"RO\">Organele de drept \u0219i de investiga\u021bii ar trebui s\u0103-\u0219i focuseze aten\u021bia c\u0103tre infrac\u021biunile de fraud\u0103 \u0219i crimele cibernetice care au accelerat \u00een timpul pandemiei. <\/span><\/p>\n<p><span lang=\"RO\">Poli\u021bia de frontier\u0103 \u0219i Serviciul vamal urmeaz\u0103 s\u0103 atrag\u0103 o aten\u021bie sporit\u0103 transport\u0103rii de valut\u0103 \u00een numerar deoarece \u00een faza II de relaxare COVID -19 poate avea loc transportarea \u201d\u00eent\u00e2rziat\u0103\u201d a acestora de c\u0103tre grup\u0103rile criminale.<\/span><\/p>\n<p><span lang=\"RO\">Suplimentar, autorit\u0103\u021bile competente ar trebui s\u0103 supravegheze mai aproape achizi\u021biile publice pentru a identifica abuzurile \u0219i corup\u021bia ca urmare a simplific\u0103rii procedurilor de achizi\u021bie.<\/span><\/p>\n<p><span lang=\"RO\">De men\u021bionat, c\u0103 Republica Moldova este membru al Comitetului MONEYVAL al Consiliului Europei din anul 1997 \u0219i a parcurs deja 5 runde de evaluare al conformit\u0103\u021bii sistemului na\u021bional CSB\/CFT cu standardele interna\u021bionale.<\/span><\/p>\n<\/div>\n<\/div>\n<div class=\"row\">\n<div class=\"col-12\">\n<div class=\"social-links\"><\/div>\n<\/div>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>Comitetul MONEYVAL al Consiliului Europei la 03 septembrie curent, a publicat Raportul \u201dTrendurile de sp\u0103lare a banilor \u0219i finan\u021bare a terorismului \u00een jurisdic\u021biile MONEYVAL \u00een timpul pandemiei COVID-19\u201d https:\/\/www.coe.int\/en\/web\/portal\/-\/covid-19-trends-in-money-laundering-and-terrorism-financing.
