The Government established the Working Group for the implementation of the MONEYVAL Committee Recommendations, National AML/CFT Strategy and the National Risk Assessment.
On January 16, 2020, the Government of the Republic of Moldova approved the Order no. 6-d ”On the establishment of the Working Group for the implementation of the recommendations of the MONEYVAL Committee, the elaboration of the National Strategy for the prevention and control of money laundering and terrorist financing for 2020-2024 years, the national risk assessment in the field, as well as for the fulfillment of the commitments made towards external development partners ”.
During September 2018 - July 2019, the Republic of Moldova was evaluated in the MONEYVAL 5th Round Mutual Evaluation for assessing technical compliance with the FATF Recommendations and the effectiveness of AML/CFT system. On July 16, 2019, the delegation of the Republic of Moldova participated in the adoption of the Evaluation Report at the Plenary Session of the MONEYVAL Committee, identifying deficiencies that could affect the domestic system of preventing and combating money laundering and terrorist financing.
Thus, in order to adjust to the international standards the national AML/CFT system, it is necessary to combine the efforts of the national authorities with competences for implementing the Law no. 308/2017 "On the prevention and combating of money laundering" provisions and maintaining the strategic approach to the phenomenon at national level by elaborating the national strategy for preventing and combating money laundering and terrorist financing for the period of 2020-2024, including in the context of the recommendations implementation submitted by the experts from the MONEYVAL Committee.
At the same time, in accordance with the Financial Action Task Force (FATF) Recommendation I provisions and the provisions of art. 6, par. (8) of the AML/CFT Law 308/2017, it is necessary to reassess the threats and vulnerabilities of money laundering and terrorist financing at national level.
Based on the above, in order to combine the efforts of the national authorities with competences for implementing the provisions of AML/CFT Law no. 308/2017, the Government ordered the creation of a single working group that will meet periodically to coordinate the national position on the identified deficiencies, collecting, processing, analyzing and consolidating the statistical data and information collected with the submission of the proposals to modify the national normative framework in ordert to adjust to the international standards, in the context of implementing Moneyval Recommendations and developing the mentioned Strategy.
